Organisational Planning and Transformation experience
The Rizzo Review was conducted into amphibious and afloat support ship repair and management practices within the Department of Defence.
Dougal advised on implementing the review’s recommendations to both the Royal Australian Navy and the acquisition and sustainment organisation within Defence.
He also supported the rollout of organisational and process changes to meet Defence’s directions.
Dougal conducted a review of the Learning and Development Directorate of the Country Fire Authority.
He advised on implementing a shared services arrangement to standardise and streamline services being provided from the Directorate.
Dougal also conducted a review of the Electronic Systems Division within Defence’s acquisition unit.
He advised on creating an internal organisation to address systemic problems with the delivery of integrated capabilities across multiple acquisition projects.
In addition, Dougal provided risk adviser services for multiple Metro Trains’ projects.
He organised and chaired risk workshops with participants from every business unit of Metro Trains, as well as a range of external stakeholders such as Public Transport Victoria, the local council, and the Rail, Tram, and Bus Union.
The workshops identified the scope and schedule of each project, identified risks for all stakeholders, and developed treatments.
Dougal Pidgeon is a project manager and procurement specialist with extensive experience gained working in the Department of Defence, state government and the defence industry.
Dougal has worked with clients to deliver and advise on projects at every stage of the capability lifecycle.
He has been involved in developing requirements and approaching the market, establishing and managing contracts for the delivery, support, and ultimately disposal of systems.
These projects and procurements also represent a wide variety in scope, value and approach and have included:
- A multi-billion dollar program to replace whole fleets of weapons
- Projects that were designing and developing new systems or modifying off-the-shelf products
- Rapid acquisitions for urgent operational requirements.
Dougal ensures his clients deliver projects and procurements through detailed and effective planning, establishing robust processes, maintaining clear communication, and strong but inclusive leadership.
Dougal has Masters degrees in Engineering Science (Project Management) and Defence Capability Development and Acquisition.
Dougal also has qualifications in procurement and tendering.
Dougal enjoys walking his dog around the green hills of the Yarra Ranges, and escaping from the notoriously variable weather there to dry out in front of a fire with a glass of red and a fine book.
