Procurement and Tendering experience
Dougal was the Commercial Manager for a $2 billion program seeking to replace around 26 separate weapon systems for the Australian Defence Force.
Dougal developed and implemented a new commercial model, supported by a staged contract built on collaborative contracting principles, to enable the program to meet a compressed schedule while operating with reduced resources.
The contract employed performance-based contracting metrics throughout each stage, supported by a layered governance framework, to incentivise the contractor to act in the best interests of the Department of Defence.
Experience
Dougal Pidgeon is a project manager and procurement specialist with extensive experience gained working in the Department of Defence, state government and the defence industry.
Dougal has worked with clients to deliver and advise on projects at every stage of the capability lifecycle.
He has been involved in developing requirements and approaching the market, establishing and managing contracts for the delivery, support, and ultimately disposal of systems.
These projects and procurements also represent a wide variety in scope, value and approach and have included:
- A multi-billion dollar program to replace whole fleets of weapons
- Projects that were designing and developing new systems or modifying off-the-shelf products
- Rapid acquisitions for urgent operational requirements.
Dougal ensures his clients deliver projects and procurements through detailed and effective planning, establishing robust processes, maintaining clear communication, and strong but inclusive leadership.
Dougal has Masters degrees in Engineering Science (Project Management) and Defence Capability Development and Acquisition.
Dougal also has qualifications in procurement and tendering.
Dougal enjoys walking his dog around the green hills of the Yarra Ranges, and escaping from the notoriously variable weather there to dry out in front of a fire with a glass of red and a fine book.
