Policy, Programs, Grants and Regulation experience

Jenifer has held Senior Executive Positions in the Queensland government, where she had corporate responsibility for all developing and implementing all of the Corporate Services Programs and policies within the Queensland Audit Office. Jenifer is a qualified and experienced accountant, and a Fellow of CPA Australia, and her previous background as Chief Internal Auditor (Queensland) and Branch Accountant (Queensland) with the Australian Taxation Office has given her a solid background in policy development and implementation, program management, ang regulation.

Prior to joining Proximity, Jenifer was a Director of Alliance Consulting Group, and completed many assignments reviewing and developing policy, program performance and regulation, and in grant administration, including for the following agencies:

 

  • Brisbane City Council – Review of City Fleet Program including quality management, safety management and environmental management systems
  • Qld Department of Primary Industries – Review of Agricultural Industry Development Program Grant Scheme and development of Fraud Control Policy for the department, particularly in relation to grant administration and collaborative research projects
  • ComSuper – review of Learning and Development Program
  • Child Support Agency – implementation of online People Handbook (which included a review of all HR policies, guidelines, delegations and forms; and development of HR Toolkit for Team Leaders and Toolkit for HR Managers)
  • Department of Social Services (formerly Families, Housing, Community Services and Indigenous Affairs) – Review of Security Awareness Policy and Programs
  • Passports Australia – review of Learning and Development Program arrangements and implementation assistance with organisational design for the program, development of L&D Network people, and development and evaluation of online L&D program for all Passport Processing officers in Australia and overseas posts
  • Home Affairs (formerly Immigration & Multicultural & Indigenous Affairs) – Review of document production and reproduction arrangements, including outsourced arrangements for Print & Copy Room (business improvement opportunities, service delivery arrangements, cost reductions); Arrangements and proposals in relation to multi-function devices (printers, scanners, faxes, photocopiers – business improvement opportunities, cost reductions, implementation issues); development of policy document
  • National Measurement Institute – Development of a policy framework for charging of fees and cost recovery
  • National Capital Authority – review of agency Financial Management arrangements and development of policies and procedures
  • Queensland Rail – Review of First Aid Program, including learning and development arrangements, outsourcing arrangements and panel contracts, accreditation of contractors, development of long-term business plan, training plan, change management strategy and initial and final reports; audit of costs of training delivery and developed pricing models; review of marketing strategies for first aid competitions; review of options for alternative training services delivery
  • WorkSafe ACT – Healthier Workplaces Program– implementation across ACT government
