Experience
Michael is an experienced acting agency head, senior executive leader, program manager, and government lawyer. Michael’s contribution was recognised as insightful, constructive and valuable throughout his 31 year career in the Australian Public Service.
Michael made a substantial contribution to the health and wellbeing of Australians, and developed trusted and effective relationships within government, with health experts, with major Australian and global industry participants, and with clinical and patient stakeholders in his 18 years as executive leader and General Counsel at the National Blood Authority (NBA).
Before this, Michael provided effective legal services to a range of Australian Government clients of the Australian Government Solicitor, including making creative contributions to policy development and implementation in a range of projects for the establishment or structural reform of government agencies and programs. He spent significant periods working closely with clients as an outposted lawyer, at the (former) Department of Agriculture, Fisheries and Forestry, and the (former) National Registration Authority for Agricultural and Veterinary Chemicals.
Michael is known for taking a holistic view which maintains a focus on policy principle and intent while developing prudent and effective solutions. He is skilled in exploring and synthesising multiple viewpoints and complexities within highly collaborative working arrangements. Originally a law and economics graduate, Michael has recently broadened his perspectives through Masters degrees in policy, regulation, justice, and ethics.
NBA programs which Michael led or contributed significantly to were awarded Silver Awards in the Prime Minister’s Award for Excellence in Public Sector Management in 2019 and 2006, a United Nations Public Service Award in 2010, and an Australian Business Awards for Business Innovation and Supply Chain Management in 2019.
Michael and his family are long-time Canberrans. A person of many interests, Michael’s current active pursuits include gardening and house renovating, masters soccer, and guitar playing.
