The challenge
To provide all Victorian schools with tailored support to manage OHS and emergency management responsibilities, the Department of Education needed to design and implement an expanded service delivery program.
The Employee Safety, Wellbeing and Inclusion Division established a small central project team to lead this program. Due to its expertise in delivering change programs for the public sector, Proximity was engaged to provide organisational design and change management support and expertise.
Approach
Proximity worked alongside the Department’s project team and key stakeholders to co-design the program and identify key elements of the future operating model.
To understand the current state, the team completed a comprehensive desktop review to inform the development of a project plan, including a work breakdown schedule, stakeholder analysis and project governance approach including a risk register
The team then developed organising principles to prompt thinking around the future state structure using this to conduct a series of consultations in individual and collective settings, to explore participant views on the advantages and disadvantages of the current state of their services and structure and the focus of core services moving forward. Insights from these sessions were incorporated into the future program design and operating model.

Proximity applied best practice to design and enhance the program while leveraging the experience and expertise of the departmental stakeholders and representatives.
Proximity provided the Department with a structured project management approach and strategic change management and communication advice to ensure the effective delivery of this complex change program. By developing a detailed project plan, the team supported the Department to identify the key activities needed to successfully implement the Program.
